Summary

It has become pretty standard to see engagements with way more than 256 pilots on each side, thus hitting the limit of the current fleet hierarchy system. While often it is reasonable to split up the forces into multiple fleets, it should be possible to have more pilots in one, if the FCs so desire.

Solution

Introduce new Leadership skill that will add one more wing per level eg. Advanced Fleet Command (Training time multiplier 14x) and thus increasing maximum fleet size to 512.
