Add grantable titles just like grantable roles (CSM)

Summary

Right now the way the corporation permissions are structured, only Directors can grant titles. Also due to usability issues, people only use titles the vast majority of times and do not ever grant individual roles so the "grantable roles" part of the system is practically unused.

This leaves the CEO in the position of being forced to choose between having to manually give all the roles to people themselves(even basic hangar access), or appointing someone else as a full director. This is problematic because this is forcing someone to grant more trust then they might otherwise for no better reason then game mechanics.

Solution

implement grantable titles. this is the same as a grantable role, in that the player is able to give or take this title from anyone else in the corp.

Pros

• no longer forces the CEO to practically hand over the keys to the corp just to be able to delegate tasks like granting basic hangar access
• this change does not remove functionality from anything

Cons

• it would take coding time
