Slavery is one of the most controversial practices in the Eve Cluster.

While it is an integral part of Amarrian culture, all the other major empires have outlawed it. The prior enslavement of the Minmatar race by the Amarr, and the fact that many Minmatar are still held in slavery in the Empire, is likely the single largest factor influencing relations between the Republic and the Empire.

Slaves in the Empire are almost all either Amarrians or descendants of races the Amarr conquered, including the Minmatar, Ni-Kunni, Udorians... Amarrian law now forbids the taking of slaves from outside the Empire, and the Empress has recently freed all slaves of the IXth generation and later. The Khanid, however, are known to keep slaves of all races, as are the Angel Cartel and Sansha's Nation.
