Liu Wei Hui is a Capsuleer and ex-convict of Jin-Mei origins. His current motives and ambitions are unknown to authorities. He is considered dangerous and is under continued scrutiny.

Pre Caspule History

Born in the Ysiette constellation, on Ardallabier IV into the Jing ko Caste of the Jin-Mei. His father was a construction worker, His mother a traditional Jin-Mei housewife. He was schooled alongside many young Gallente who had been raised with more liberal parents than his own. He saw unjust differences between their lifestyles that he did not understand in his youth and developed a resentment for both the Caste system of his home and people, as well as his Caste, the Jing Ko itself as a result. He felt he should not be judged on anything but his own merits and did not deserve to be labled inferior to those born into greater social power than himself, a view unpopular with many Jin-Mei.

Liu was a problem student at school. He would often try too hard to get noticed for good deeds such as one case of naive vigilantism in YC 99 where he attacked a School yard Bully from the neighbouring Sang Do private school.. His views on personal Liberalism and Individualism sparked a lot of tension with Jin-Mei tutors, causing much embarrassment for his family who were staunch tradionalists. By the time he had reached 18 years of age, Liu Wei-Hui found himself disowned entirely.

Following this, he spent time living on the streets of Pontibas, a minor town on his homeworld, during which time he made several acquaintances within the planet’s criminal underworld. After a year on the street he became a full fledged member of one of the criminal street gangs known as the ‘Swift Shadow’ locally. This criminal influence, lack of apparent family life and liberal views only made his outlook on life more extreme.

During his time with the Swift Shadow they were involved in all sorts of crime, ranging from petty theft, to illicit drug production, extortion and were even implicated in a terrorist plot to sabotage the Federation Navy Assembly space station in orbit around Jel VIII in the neighbouring system.

By the time Liu was arrested in June of YC 108, the Swift Shadow had become one of the major crime syndicates on Ardallabier IV with bases of operations in cities all over the planet. They were brought down by a former gang leader, allegedly disposed from power in a coup. He gave testimony against Liu however no solid evidence of terrorist activities was ever recovered. Only a drug cache was found on site.

Liu was convicted nonetheless, to a custodial sentence of 5 years aboard the prison vessel ‘Punition’ by a Gallente magistrates court for possession, production and sale of illicit drugs. He showed an unexpected resolve to rehabilitate himself during his time aboard however and earnt an early release for ‘Good Behaviour and willingness to reform’ on the 12th March YC 111 having served just under three years of his sentence.

On his release from the ‘Punition’ he bought himself transit to Luminaire where he also sponsored himself for a place in the famous University of Caille where he undertook studies to become a capsuleer. His motive for doing so was and remains unknown. What is known is that despite working hard, he only scraped a pass on theory. He was, however, finally passed into the ranks of the Caspuleers on YC113.8.20 at the age of 28.

Arume Octienne - Interview transcript

Interview begins:

Interviewer - "Please confirm your name and date of birth, for the record."

Arune Octienne sighs audibly

Arune Octienne - "My name is Arune Octienne, born 2nd October YC62."

I - "What do you have for us, Monsieur Octienne?"

AO - "Look, cut the formalities. I can give you Liu Wei-Hui."

There is a brief silence, 5 seconds.

I - "Keep going."

AO - "Liu Wei-Hui, who I know you are watching, who I know is running the Swift Shadow. He moves from place to place. They had thirty safe houses in different cities all over Ardallabier IV. I can give you locations."

I - "He will just move on when he realises you’ve turned. This information will be useless to us."

AO - "Evidence, that’s what you want then?"

I - "Obviously. We can track him, but this is useless if we can’t pin anything on him. I'm certain that you are well aware that we have raided several safe houses in the past, finding nothing. Its getting to the point where he can report us for harassment."

AO - "Fine, but I get an exemtion right? I’m not doing this so you can just cast me in prison with him."

I - "Those were the terms."

AO - "Alright."

There is another brief pause, 5 seconds. AO looks nervously around the room, reason unknown.

AO - "They have one particular safe house, He organised the attempt on the Navy base in Jel. All the plans are still there, even the weapons. Enough for you to do him for a long, long time."

I - "The location?"

AO - <answer omitted for security reasons, please contact the Federal Police Force for access to privileged information>

I - "Everything is there?"

AO - "Look, I only left the place earlier today, It was there then, If you’re quick, it’ll be there."

I - "Thank you for your co-operation."

AO - "So, What about my relocation, my new Iden-"
