Include definition of "stuck character"

I have only a vague idea what a "stuck character" is and I can imagine I'm not the only one. It would be nice to have a definition here and perhaps some examples, as CCP does not want the stuck character petition to be abused. -- Che Biko 17:30, 12 April 2011 (UTC)
