This page is showing data that is seriously out of date. The Manticore now uses Siege Missile Launchers instead of Cruise Missile Launchers, and all its bonuses relate to that type of weapon instead. They no longer receive bonuses to hit smaller targets with their missiles, either, which was the a key strength of the older version - I discovered this yesterday when I logged in after being gone for 2 years and found out that my favorite ship (and my character's specialized set of skills) were now almost useless except in a fight between huge fleets.
