Skirmish Warfare Basic proficiency at coordinating hit-and-run warfare. Grants a 2% bonus to fleet members' agility per skill level. The fleet bonus only works if you are the assigned fleet booster.

Note: Fleet bonuses only affect fleet members in space within the same solar system
