Summary

POS refining has a large shortfall in efficiency.

Solution

Develop an ORE Faction control tower (small, med and large...or at least large) with bonuses to either: 1. Refine wastage percentage or 2. CPU and Power Requirements of refinery array equipment

Offsetting drawback is to have no bonuses to defenses

Pros

• Will increase the self sufficiency of WHs and far flung 0.0

Cons

• removes the importance of outposts in 0.0 space
• removes another restriction on WH living

Refining efficiency should be kept at a level lower then that of out posts to maintain their prominence in 0.0 space.
