Noctis

The Noctis marks Outer Ring Excavations' entry into the lucrative bulk salvaging market. Building on their successes integrating Marauder-class tractor technology into the Orca command platform, and innovations in automated salvaging technology, they designed a compact, affordable wreck recovery solution. A refined version of the successful limited-run Primae design made the perfect hull to house this new equipment, as its salvaging heritage and advanced sensor suites complement and enhance the new technologies. The increased sensor footprint of the new vessel is more than compensated for by its incredible efficiency at retrieving and reclaiming wreckage. ORE Industrial Skill Bonus: 5% bonus to Tractor Beam and Salvager cycle time and 60% bonus to Tractor Beam range and velocity per level.

Noctis leaving space station
The Noctis is a dedicated salvage ship which has entered the EVE universe and was designed by Outer Ring Excavations (ORE) which is well known for creating the Orca design.
The Noctis was designed to take the place of destroyers which players have been fitting for salvage operations thoughout the EVE universe for several years. The Noctis allows a combination of salvagers and tractor beams to be used and with its 1,460 m3 cargohold by default allows for defensive modules to be installed to help defend the ship such as a damage control instead of Expanded Cargohold modules.
In regards to its ability to salvage in comparison to other ships, the Noctis is an absolute beast. A well-trained and fast-fingered pilot in a well-fit Noctis can clear a site of 50 wrecks in less than five minutes. The pilot will literally have trouble keeping up with all of the wrecks coming at them and cycling their tractor beams and salvagers onto new targets, as well as grabbing loot from the cans that will pop up near them.
Even though the Noctis is a large ship, being slightly bigger then a battleship, it uses cruiser sized modules and rigs.
The Noctis was added to the EVE Universe during the first patch of the Incursion expansion which was deployed on Tuesday 30th November 2010 during downtime.

For safe Hisec salvaging, there pretty much isn't anything better than this unless you go for very expensive Tech II rigs. At max skills this fit RIPS through wrecks like nothing else, and even with all 8 high slots and the MWD going it is fully cap stable, with an 1862 m3 cargohold which is enough for any level 4 mission that gets thrown at you. Like what was mentioned before, you will literally have trouble keeping up with the number of wrecks coming at you, cycling through the salvager and tractor targets and grabbing loot from any cans that pop up near you. The Afterburner is good for when you have to salvage while the mission deadspace rooms are still active, and the MWD is good for everything else.
