I explored a Forgotten Frontier Quarantine Outpost in a C3 recently, and would like to go over my observations. We entered the site and got the quarantine warning. My interpretation is that the Sleepers are enforcing the quarantine no matter who initiated it. As the term for weapons is missiles armed, I assume either the the Talocan used missilies, or the Sleepers initiated the quarantine, we know they use missiles. We were aggressed by the Sleepers and repelled several waves of defenders. I carefully inspected the site afterwards. I must say it strikes me as a mining outpost more than anything. The unusual thing I deduced was the nature of the abandoned Sleeper artifacts present. 

"This might once have been an important piece of an engine, but now you’re not getting anything out of it without the help of an analyzer."

An engine. The Sleepers may have "moved" the structures and afterwards the engines were destroyed. The reason I believe the site may have been a mining site, is the presence of Veldspar, a rare commodity in w-space. Which presents a quandry in itself, did the engines move the asteroids, as well? The Sleeper remains are all positioned near what appears to be the docking points of the couplin arrays. So are they the remnants of ships destroyed to enforce the quarantine? Visitors to the station perhaps? Which would be evidence for cooperative existence.

The Exchange Depot keeps my mind wandering to the First Jovian Empires genetic enhancement mandate. And the knowledge that the Talocan used advanced shielding, cloaking and electronics provides another link to the Jove. Another thing I noticed, the outposts have no polestars, the conjectured anchor point for static gates, but it does maintain two worn Static Gates as if it saw alot of traffic.
