A wave of NPC spawns when approaching the array of spawn containers that is on the left in the screenshot. Wave consists of an array of frigates and 2 Cruisers. A set of 3 frigates spawns when you hack one of the mainframes in that array. If you warp out from the site when that wave attacks you, the site will despawn and all spawn containers go with it, leaving only wrecks.
