- Basic RoE as discussed in earlier meeting is agreed.

- A'J will adopt the policy of setting entities hostile (red) if they are an aggressor against a known A'J fleet.
- A "known A'J fleet" here means a cross-corporate taskforce of Arek'Jaalan members formed explicitly and exclusively for the purpose of furthering Arek'Jaalan research goals.
- It is not necessary that a member of any particular division be present, although it is preferred that SEC members offer assistance and provide knowledge of our RoE to fleet members.
- The RoE only applies to A'J fleets comprised of multiple Arek'Jaalan members and not to individual pilots. Individual corporations engaged in expeditions who are aggressed may also find their enemies unable to be set red, depending on circumstances.
- SEC Leads and Project Lead H.Tukoss will be employing this RoE on a provisional basis to ensure abuse of the system, if any, will be quickly adapted to.
- Regarding the documentation on the SEC of Drake Arson as a Sansha sympathizer: This information does not belong on the SEC page. As per the guidelines listed on the SEC division page, if a member is in breach of the guidelines, it should be made known to H.Tukoss and the EC, not documented in amongst organizational matters that affect the SEC and the Arek'Jaalan project at large.
- The SEC, as with the EC, and every other division, is not empowered to remove any individual from their position, except in the most obvious and urgent of circumstances. Unilateral actions taken against Arek'Jaalan members should only ever be a last resort.

It has been agreed that the first meeting between SEC and EC about RoE is to be considered as a Brainstorm and Q&A with the attempt to formulate some basic ideas to further reviews.
However, a few conclusions could be reached:
- Arek'Jalaan's RoE is to be based on NRDS - Not Red don't shoot - stance meaning, a non agressive policy. This is to be applied to Arek'Jalaan Official fleets.
Official fleets are recognised as such when under Arek'Jalaan expeditions, logistics and Diplomatic / security meetings as escorting or traveling between zones of conflict.
- Arek'Jalaan members are to respect this RoE only when operating under Arek'Jalaan fleets officially. SEC will NOT be responsible for the activities of project members when outside this frame of work, meaning: members of the Project are free to go on with their wars, daily politics and business as usual when outside Arek'Jalaan fleets.
- Regarding Internal security: It was agreed that due to the open nature of the Project there is a considerable security risk on the flow of information exchanged between members at the open communication relays currently used. For this reason, Arek'Jalaan SEC fleets will rely on Fleet communication for details of their movements having FC decisions to take absolute priority at the moment of the operations.
- Security will rely on Diplomacy before more aggressive stances are considered. Wars and conflicts will minimised as much as possible in order to allow a good fluidity to the scientific aspects which is the focus of the Project.
Security has assigned one of its leaders as Diplomatic Officer.
- A list of Blue - Friendly and Red - hostile entities and capsuleers will be prepared by security. This list will include:
- Alliances, Corporations and Pilots who have explicitly declared an hostile stance towards Arek'Jallan Project.
- Aggression on Blue to Blue - Immediately to be added to RED status.
- List of friendly Alliances, Corporations and Capsuleers members, friends and partners of Arek'Jalaan Project.
More to be elaborated as to how to create this list and levels of confidentiality to it.
Major concerns yet to be answered
- How to recognise Arek'Jalaan fleets
- How to apply or inform of secondary member Arek'Jalaan fleets
- How to minimise security risks due to the open nature of the project.
- Security Leadership - Blue on Blue threads.
A second meeting will be held to further discuss RoE. Time for this meeting is yet TBD.
