The Ammatars are part of the Amarr Empire, but are of Minmatar origin. During the time the Amarrians occupied the Minmatar home worlds one of the Minmatar tribes, the Nefantars, collaborated heavily with the Amarrians. The Nefantars fled Minmatar space during the Minmatar Rebellion and the Amarr Emperor set them up in Amarr controlled areas close to Minmatar space. Soon everyone had started calling them Ammatars. Today, the Ammatars enjoy a semi-autonomy in their own space and are still embroiled in war with their former Minmatar brethren.

History

The Nefantars have a long and rich history., but the history of the Ammatars began in AD 22355; when it comes to the first contact between the Amarr and the Minmatar. The Nefantars were before this date a vital part of Matari socitey, they were land owners aristocrats or tribal leaders. [1]

Age of Expansion (AD 22355 - YC 104)

Once a part of thriving tribal civilization, the Nefanar like all other Minmatar were enslaved by the Amarr Empire for more than 700 years, [2] but the emperor at the time, Damius III, was so impressed with the willingness of the Nefantar to abandon their heritage and embrace Amarr customs that he renamed them 'Ammatars.' [3] It was the beginning of the co-operation between the groups. When the Amarrians were thrown out during the Minmatar Rebellion their collaborators fled with them. The Amarrians helped their Minmatar allies to settle in Derelik not far from the newly formed Minmatar Republic. In the beginning Derelik witnessed many hostile exchanges between the Amarr and rebel forces as the latter tried to push deeper into the territory of their former masters, [4] but got hold up by Ammatar forces, kameiras as well by a heavy Ammatar military installation in Kenobanala, the Fort Kumar has been a bastion of the Ammatar greatness ever since the Rebellion. It was erected shortly before the Minmatar rebelled against the Amarr rule as a large mining outpost, but during the great conflict that ensued it was transformed into a military installation which stood firm against the large, albeit tired, rebel forces attempting to advance deeper into Amarr territory. This victory which some claim turned the tide of the war is largely credited to the massive kameira forces stationed in Kenobanala. The Amarr allowed the kameiras to become Ammatar citizens after the war, earning their freedom by their extraordinary bravery and loyalty to the Empire.

The Ammatars regard themselves as the true rulers of the Minmatars, mainly based around the fact that a fair proportion of the old Minmatar aristocracy, or tribal leaders, were among them. In this vein they named their domain San Matar, meaning ‘true home’.

Since its inauguration San Matar has been in a constant struggle with the Minmatar Republic. Both states have expanded considerably in the last decades — to be more precise, short before the Empyrean Age — and now border on each other in numerous places. The Republic, backed by the Gallente Federation, had the upper hand for a while, forcing the Amarr Empire to repeatedly come to the aid of their allies, but in recent years the tables have been turning and the Ammatar have managed to set up military installations and space stations right under the Republic’s nose. [5]

Empyrean Age (YC 105 - Present)

In 110.06, the Mandate were struggling with the biggest crisis in its entire history. The direct effects of the Elder invasion and the wholesale destruction of large parts of the Home Fleet, big news in any other circumstances, had been largely ignored due to the more pressing issue that cuts to the very heart of the Ammatar identity - namely the revelation that the original defection was blessed by the Minmatar Elders so that the Nefantar could protect the remnants of the Starkmanir tribe.

While former governor Ana Utulf's urging to Ammatar citizens to defect to the Republic did elicit some positive response, mostly among the persecuted minority who still cling to their Minmatar roots, the majority of the Mandate viewed her actions as a heinous betrayal of the Mandate's principles. Traditional education in the region has always focused on teaching the value of the Amarr way of life and the Ammatar's privileged place at their side, and the news that their beliefs about the noble origins of the Mandate may be entirely false has been a crushing blow to the morale of many citizens. The Mandate were on this point leaderless and in a state of huge turmoil - and there's no signs of returning stability on the horizon. [6] The government was temporarily led by Ammatar Consulate High Commissioner Anfrid Uptemulf. [7] In YC 111 October Royal Heir Yonis Ardishapur appointed an Ammatar imperial civil servant, Ekroz Salaf, as new Consulate Governor of the Ammatar Mandate. [8]

Astrography

The Derelik region, sovereign seat of the Ammatar Mandate, became the shield to the Amarrian flank in the wake of the Minmatar Rebellion. Derelik witnessed many hostile exchanges between the Amarr and rebel forces as the latter tried to push deeper into the territory of their former masters. Having held their ground, thanks in no small part to the Ammatars' military efforts, the Amarr awarded the Ammatar with their own province. However, this portion of space shared borders with the newly forming Minmatar Republic as well as the Empire, and thus came to be situated in a dark recess surrounded by hostiles. The Mandate also share a border with the Thukker Tribe and Angel Cartel.

Given the lack of safe routes elsewhere, the local economies of this region were dependent on trade with the Amarr as their primary means of survival. The Ammatar persevered over many decades of economic stagnation and limited trade partners, and their determination has in recent decacdes been rewarded with an increase in economic prosperity. This harsh trail is a point of pride for all who call themselves Ammatar, and it has bolstered their faith in the Amarrian way to no end.

Government & Politics

The Ammatar domain, San Matar, is semi-autonomous. The Ammatar rulers have full domestic control, but their foreign policies must be have the consent of the Amarrians and their military forces are, nominally, under the authority of the Amarrians. The relationship of the two has been remarkably smooth in the past, with no serious quarrels.

The San Matar government is structured the same way as any other province of the Amarr Empire, with a governor at the head and district officials beneath him prescribing over the various departments of state. These heads of government are always Ammatar, although the governor himself traditionally is an Amarrian, and acts as the supreme representative of the Amarr Empire. [9] The capital city and the seat of the Ammatar Consulate Governor is Sandruez. [10]

The Ammatar Governor — also known as Governor or Heir of the Mandate — is the representative in the Ammatar Mandate at imperial level of the Amarrian monarch, currently Jamyl I. He or she exercises the supreme executive power of the Mandate. The functions and roles of the Governor include appointing, ministers and judges, issuing writs for bestowing honours. The Governor appoints also the head of government, the Ammatar Consulate Governor, also know as just Consulate Governor or Governor like the Ammatar Governor. This leads occasionally to some confusion, as in the news there is often no direct distinction between the two; but rule is that: 'The head of government are always Ammatar and the governor himself traditionally is an Amarrian'. [11] He is also the Commander-in-Chief of the Ammatar Fleet and appoints the Grand Admiral of the Fleet. [12]

The Ammatars have a semi-sovereign state bound to the Amarrians. The Ammatar Consulate is the highest governmental office for the Ammatars and takes care of the general running of the Ammatar state. It is manned by Ammatars, but they all bow to the Ammatar governor, which is an Amarrian.

The Amarrians allow the Ammatars to operate their own fleet, knowing that it will be employed against the Minmatars that otherwise would harass the Amarr Empire. The Ammatar Fleet is neither big nor sophisticated, but it's strong enough to keep the Minmatars at bay.

The Ammatar Consular University is one of the best educational institutions within the mandates. It provides the training of the Nefantar elite, so that the public administration and corporate sector have always enough specialist staff. The University is modeled after the Royal Amarr Institute and based on the Amarrian education system. Notable is the School of political sciences, even renowned within the Republic. [13]

Foreign Relations

Caldari Though nothing has been conclusively proven, it is widely whispered that for decades the Caldari provided clandestine support to the Ammatar in exchange for the promise of mineral rights to the rich territories being battled over. These allegations were a frequent diplomatic sticking point between the Caldari and the Minmatar, and the mere mention of them rankles both sides to this day. [14]

Economy

The Ammatar persevered over many decades of economic stagnation and limited trade partners, and their determination has in recent decacdes been rewarded with an increase in economic prosperity. This harsh trail is a point of pride for all who call themselves Ammatar, and it has bolstered their faith in the Amarrian way to no end. [15] Agriculture is a central part of the economy, the largest agricultural producers within the Mandate is Tsula Plantations, but the ammarian Nurtura (6 Systems) is also represented in the region. A very interesting fact is, that the Thukker have a not so good standing to the Ammatars, notwithstanding the Thukker Mix and Trust Partners are also active in the Mandate.

Tsula Plantations is the Mandate's largest export crop and arguably the backbone of its economy. Tsula focuses on tropical fruits as well as plant breeding and agriculture and consumer products. [16]

The Nefantar Miner Association is primarily a mining company, but with a strong militaristic overtone. This is because it operates mostly in the areas between Ammatar and Minmatar space. The area has many rich mineral zones, making it coveted by more or less everyone.
